Housing Preference

Context: What is Missing Middle Housing?

Missing Middle Housing is a housing type that fills the gap between single-family homes and big apartment buildings. It includes options like duplexes, triplexes, townhomes, and small apartment buildings (up to 19 units). These homes used to be common but are now harder to find because of zoning rules. They help create more affordable and diverse housing in neighborhoods without making big changes to the area. Choices in housing may be based on transportation needs, household size, stage of life, job/school locations, budget, convenience, quality of life, and more.

Land Use

Context: What is Land Use?

Land use refers to how and where land can be developed within a community. It determines where homes, businesses, parks, schools, and other buildings or spaces can be located.

Land uses can include a primary use, or the main purpose of a property, such as housing or retail. There may also be secondary uses that support the area’s function. For example, a residential neighborhood may include schools, parks, or small businesses to serve residents.

Land use planning helps shape how a community grows. It ensures that development happens in a safe, cohesive, and functional way for residents and businesses.

Context: Types of Land Uses

Land uses can vary from a wide range of uses. Common land use categories include:

  • Parks, Open Space, and Natural Areas – Areas preserved for recreation, conservation, or ecological protection, such as parks, trails, wetlands, and nature reserves.
  • Agricultural – Land used for farming, ranching, and related agricultural activities, including crop cultivation, livestock grazing, and agritourism.
  • Single-Family Detached Residential – Homes designed for one household on a single lot.
  • Accessory Dwelling Units (ADUs) – Smaller, independent residential units located on the same lot as a single-family home. ADUs can be attached (such as basement or garage apartments) or detached (such as backyard cottages).
  • Multi-Family Residential – Housing that includes multiple units within one building or complex. This category can range from duplexes, triplexes, fourplexes, townhomes, cottage courts, courtyard apartments, and small apartments (up to 19 units). Please specify if you have a preference in multi-family housing type.
  • Large Apartment Building – Residential buildings with 20 or more units, often with shared amenities, such as lobbies, parking garages, and recreational spaces.
  • Mixed-Use – Developments that combine different uses within the same area or building, such as institutional, commercial, and residential spaces. Mixed-use areas may feature housing above retail shops or office spaces.
  • Institutional – Land designated for public and community-serving uses, including government buildings, hospitals, schools, churches, museums, libraries, and other civic or nonprofit uses.
  • Commercial – Businesses that provide goods and services, such as retail stores, restaurants, offices, hotels, and entertainment venues. Commercial areas can range from small neighborhood shops to large shopping centers.
  • Industrial – Areas designates for manufacturing, warehousing, and distribution. Industrial uses may range from light industrial (such as artisanal workshops and research facilities) to heavy industrial (such as factories and processing plants).

Community Character

Context: What is Community Character?

Community character refers to the city's physical attributes. It may encompass building design, street layout, streetlights, open seating, public art, or other amenities that contribute to the area's feel. The community character is established by the elements that makes an area feel like a wonderful place to live, work, or play.

Activity

For this exercise, please add locations to the map that you believe are important or meaningful destinations in La Porte (e.g. parks, commercial areas, neighborhoods, downtown, etc.). You can also add locations where you believe the community character should be preserved, enhanced, or changed.

Visioning and Values

Context: Core Values

A community’s values are deeply held and widely shared beliefs that serve as building blocks for the community’s vision and shape how decisions are made.

  • They can evolve over generations but are durable and have a lasting impact.
  • Once identified, these values and their complementary planning principles will form a decision-making framework for the new plan.
