About the Project

Advancing Westfield 2045 is the City of Westfield and Westfield Washington Township’s roadmap for the future. This plan updates the 2007 Comprehensive Plan and provides a blueprint on land use (how and where land can be developed), infrastructure, economic growth, and community development through 2045.

The plan will be clear and accessible to ensure that residents and developers can easily understand Westfield’s vision for the future. It will also include an Economic Impact Study and Infrastructure Plan to help local officials make informed decisions about investments and improvements.

Laying the groundwork for future updates to key areas, including Downtown Westfield, Grand Park, and the Villages of Hortonville, Lamong, Eagletown, and Jolietville, Advancing Westfield 2045 will provide the tools to manage growth, attract new businesses, and enhance the quality of life for all residents.

As Mayor Scott Willis stated, "This update is crucial for guiding Westfield’s growth, addressing emerging challenges, and capturing new opportunities."

Through this process, Westfield is planning for a vibrant, sustainable, and built future to support future generations.

    Baseline Assessment

    Project initiation and data collection, demographics & physical conditions analysis, market & fiscal analysis, and current conditions & needs analysis.

    Capacity Building

    Build local champions of the plan, develop branding, publicly launch the project, and kick-off with the Steering Committee.

    Vision & Values

    Create a 20-year vision for the plan, hold Community Planning Week, and identify community value statements, core planning principles, and framework of place typing.

    Draft Plan

    Develop place types and additional framework plans, conduct return on investment analysis for place types and framework plans, and draft policies and recommendations.

    Final Plan

    Create draft plan for public review and hold Open House to present plan.

    Adoption

    Finalize the Comprehensive Plan and initiate the adoption process with the Plan Commission and City Council to pass the finalized Comprehensive Plan.
