Zoning Districts
Zoning districts establish the foundational framework for regulating land use, intensity, and form across the city. Each district is designed to reflect a distinct character—ranging from rural and residential areas to mixed-use and industrial zones—and provides standards for permitted uses, building types, and development patterns. Together, these districts guide growth in a way that supports the community’s long-term vision, ensures compatibility between uses, and promotes orderly, sustainable development. The following zoning districts serve as the organizing structure for all land use regulations within this ordinance.
Nearly all of the zones are the same as the previous zones with a different name:
The R-1 district has been renamed the Suburban Residential SUB-R District.
The R-2 district has been renamed the Compact Residential COM-R District.
The R-3 district has been renamed the Urban Residential URB-R District.
The R-4 and R-5 districts have been combined and renamed the Mixed Residential MIX-R District.
The B-1 District has been renamed the Neighborhood Business NEI-B District.
The O, B-2, and B-3 Districts have been combined and renamed the Community Business COM-B District.
The B-4 District has been renamed the Regional Business REG-B District.
The M-1, BP and OP Districts have been combined and renamed the Research and Development R&D-I District.
The M-2 District has been renamed the Manufacturing MAN-I District.













Building Types
This section establishes a set of building types that define the allowable forms of development within each zoning district. A building type describes the physical form and layout of a structure—such as its height, massing, frontage, and access—rather than its specific use. These types are intended to ensure that new development contributes to a coherent and predictable built environment, while accommodating a variety of functions. The following building types are designed to be compatible with the character and intent of their respective zoning districts.
