Nashville Unified Development Ordinance
A Unified Development Ordinance (UDO) is a collective set of regulations to guide development and growth. A UDO combines zoning, land use, preservation regulations, and subdivision ordinance to create a single comprehensive ordinance.
A Zoning Ordinance is a document that defines how properties can be used within specific geographic zones. A zoning ordinance typically regulates things such as lot size, development character, and the height of buildings. Zoning ordinances also describe the processes for how to develop land, change zones, deviate from the standards, and handle any zoning rule infractions.
A subdivision ordinance contains regulations for subdividing and platting land, providing for the preparation of plats and providing for the installation of utilities, streets and other improvements.
Nashville's development is currently being managed and implemented by the Brown County Area Plan Commission. The town only has one representative to that commission. The town has a desire to more closely manage development to ensure it is consistent with the comprehensive plan, the Town of Nashville's land use policy, and compatible with the character of existing development.
Rundell Ernstberger Associates (REA) is leading the development of the UDO. Their focus will be on reviewing current regulations, incorporating state and federal regulations, drafting the ordinance, and developing supporting graphics/illustrations for the UDO. Additionally, they will help facilitate and lead public outreach during the process.

You can also attend upcoming community meetings and events, participate in meetings when offered, and submit comments as draft documents are made available.
The project will start in the Fall of 2025, with adoption targeted for the Spring of 2027. As the process continues to move forward, more detailed information regarding the schedule will be provided.
After the UDO is adopted, anyone wanting to develop property will need to submit applications with the Town of Nashville instead of the County Area Plan Commission Office.

REA owns and retains all proprietary rights in the intellectual property.
