Clarified Explanations
We clarified how Placetypes and the Future Development Map are explained in the Resource Center, adding that these elements of the Comprehensive Plan do not dictate when development occurs, rather they recommend how development should look, feel, and function if/when it does occur.
Revamped Project Website!
In addition to making your experience on this website smoother, we have also made it easier to find materials from previous meetings and the most recent versions of elements of the Comprehensive Plan (Our Roadmap for 2045)! Changes to the website include:
- The new Resource Center page, formerly known as the Document Center.
- Moved the timeline of meetings/events to a new Timeline tab here on the Home page,
- Reorganized meeting materials by when they occurred in the planning process.
- Added additional information about what happens in each planning phase.
- Added a "Plan Elements" tab to the Resource Center that describes significant parts of the Comprehensive Plan and their current status. This is also where you can find the most up-to-date versions of these elements.

Background
Project Background
The City of Greenfield is updating its Comprehensive Plan, a policy roadmap for the year 2045. Previously updated in 2015, the City has since attracted new businesses, experienced residential growth, started reinvesting in downtown, completed transportation and quality of life enhancements, and welcomed new staff. The economy has also changed drastically since 2015: the 2020 pandemic and the manufacturing sector have been two significant changes. There are shortages in housing supply and a continual need for more choices at a variety of price points. While we have accomplished many plan goals, and completed our Stellar projects, there are other actions that need to be re-evaluated or updated to maintain the plan’s relevancy.
Purpose
The purpose of the Comprehensive Plan is to guide the City of Greenfield’s elected leaders, appointed boards and commissions, and staff regarding the type, location, and intensity of development and redevelopment within the city’s jurisdiction. The planning process will outline an aspirational vision and goals along with a strategic framework for future development, redevelopment, and community building projects within the city. It will also ensure that we’re able to maintain a high quality of life for residents and are economically competitive.

Frequently Asked Questions
A comprehensive plan is a citizen-driven, long-range plan (around 20 years) to help city planning staff, policymakers, and other local government officials identify goals and objectives for the future development of the community as well as provide a framework for how to implement the plan. The plan works to prioritize the needs and values of the community by looking at infrastructure and how different activities occurs throughout the city, including the land use, transportation network, utility infrastructure, quality of life, environmental features, and existing policies that affect businesses and residences such as zoning laws.
The city is making a comprehensive plan for three main reasons:
- To provide a guide for future development in the City based on what the community desires,
- To have a prioritized list of and rationale for policies, projects, and programs that the City and elected officials to pursue,
- To allow the city to access local, state, and national grants/funding for economic development, environmental restoration, and more since a comprehensive plan is often one of the requirements in an application.

Based in Indianapolis, REA has over 40 years of experience with a diverse portfolio of projects ranging from land use plans, regional economic plans to zoning to public space, park, and streetscape designs. CWC Latitudes is an economic and implementation-based firm out of Columbus, Indiana.
Staff from both firms have worked with Greenfield on past projects including the previous Comprehensive Plan, Downtown Plan, Stellar Plan and application, and Depot Park.
Goals: a breakdown of the vision statement into broad, thematic focus areas. Naturally, they are comprehensive in scope, accomplished over longer timeframes, and significant to achieving the community's vision.
Objectives: how the community wants to achieve the goals, which are more actionable and accomplished in somewhat shorter timeframes. This includes identifying priority objectives, responsible parties (e.g. City departments, public agencies, organizations, etc.), and possible partnerships.
Action Steps: the most specific and actionable (i.e. "boots on the ground") element of the plan. To ensure the plan remains flexible over the 20 years, they are written as recommendations rather than mandates. In other words, they are possible avenues for the identified parties to pursue the plan's objectives.
Placetypes is an approach to land use planning that defines future development patterns by their desired characteristics rather than simply the desired land use. This can include building design, site layout, architecture, land use, and scale. This approach to land use planning utilizes photos and/or conceptual renderings to convey the desired development characteristics within each placetype. In comparison to traditional land use planning (which only define land use), there is a greater emphasis on the quality of development rather than quantity.
